Just as in Exodus 25 God told Moses to command the children of Israel to design and build his sanctuary and the mercy seat according to the heavenly pattern, Leviticus 16 shows that God is speaking to Moses and Israel from within the sanctuary and teaches how to make atonement of both the sanctuary and the mercy seat.
